The fat cat comes back

Once again our school children in the Eastern Cape are facing a school year without textbooks because the Department of bacis education cannot get their act together to order the books from suppliers on time. Oh, and there's not enough money in the budget anyway. Methinks they should forfeit their fat cat salaries then.
