Quick question about X-men Blue. How the heck did time displaced Angel get cosmic wings?

It happened in the X-Men: Black Vortex storyline in 2015. Basically Angel won cosmic awareness after being exposed to the Black Vortex and while he lost it after ward the physical transformation remained.
